A media report on June 1 has indicated that the Dima Halim Daogah (DHD), a terrorist outfit of the Dimasa tribe in Assam is yet to decide over extension of six-month cease-fire with the Union Government that came into effect on December 31, 2002. The outfit has also alleged the security forces of "provocative actions" against its cadres and another tribal community of Hmars of targeting the Dimasas. The DHD ‘vice-president’ Dilip Nunisa while talking to a Kolkata-based daily from Haflong, the North Cachar district head quarters said, "We have kept in mind the appeals by Dimasa organisations and the plight of thousands of villagers who have been uprooted from their houses by Hmar militants. We will take these factors into account before arriving at any decision on the ceasefire."

A media report on June 4 has indicated that the Dima Halim Daogah (DHD), a terrorist outfit of the Dimasa tribes in Assam, has expressed optimism over the resolution of the demands raised by it even as the six-month cease-fire with the Union Government ends on June 30. The DHD ‘commander-in-chief’ Pranab Nunisa reportedly said, "There is still time and the possibility of extension of our truce is also very high. Our problem is nearly 1000-year old. So we cannot expect a solution within six months." He further said, "We are ready to talk with local Hmars as they are acquainted with the problems of the masses." He added that the daily life and economy of North Cachar Hills district was being affected due to Dimasa-Hmar (another tribal group) conflict.

Terrorists of the Hmar People’s Convention-Democratic (HPC-D) are reportedly planning a fresh offensive against the Dimasa community in the North Cachar Hills district of Assam. An unnamed senior official in Haflong, the district headquarters, said that a group of HPC-D cadres entered Cachar from the Tipaimukh area of Manipur recently and crossed over to the Hmar-inhabited Jenam Valley. Suspected Hmar Peoples’ Conference-Democrats (HPC-D) terrorists attacked Lodi Basti, a Dimasa populated village, which straddles Cachar and North Cachar Hills districts in Assam on June 6 and killed three tribals, including two women. The terrorists also set ablaze approximately 50 dwellings before escaping from the village. Another report has said that five more Dimasa youths are also missing following the incident.

According to media reports, on June 10, five persons, including two unidentified Hmar terrorists, were killed and three others injured in the continuing inter-tribal conflict between the Dimasas and Hmars in Assam’s North Cachar Hills district. Suspected Hmar terrorists also clashed with the security forces near Mahur while the latter were proceeding towards a village of the Dimasa tribes on information that the Hmar terrorists were planning to avenge the arson by suspected Dimasa terrorists in two Hmar villages of Garden Basti and Saron in the same area. The Dima Halim Daogah (DHD), an outfit of the Dimasas, allegedly set ablaze 60 Hmar dwellings.

In a press statement jointly signed by the JNH General Secretary L K Nunisa and Publicity Secretary B Khersa, the body claimed that the Dimasas are not involved in the these incidents. As reported earlier, a peace agreement was signed between the Dimasas and Hmars on June 13 in the presence of a seven-member Assam ministerial team headed by Health Minister Dr Bhumidhar Barman, top-ranking government officials, leaders of the Church and all other tribes and communities.

On June 13, leaders of the Dimasa and Hmar tribes agreed to revive their friendship and also help authorities to restore peace in North Cachar Hills district of Assam. According to reports, the State Health Minister Bhumidhar Barman, who led a Cabinet fact-finding team to the district, brokered an accord between the Hmar Inpi (tribal council) and the Dimasa Zadike (tribal council) leaders Nubak Thanga Hmar and Gunin Langthasa respectively that was signed at the Haflong Circuit House. As per the agreements arrived at, a district level monitoring committee would monitor the situation in the district, which has witnessed bitter fratricidal clashes between the two tribes for the past two months.

A faction of the United People Democratic Solidarity (UPDS), a terrorist outfit active in Karbi Anglong and North Cachar Hills district of Assam, has reportedly offered to mediate between the tribal communities of Hmars and Dimasas. The faction led by ‘general secretary’ HE Kathar appealed to the leaders of the Dima Halim Daogah (DHD) to not involve the Karbis living in North Cachar Hills district in the ongoing inter-tribal Dimasa-Hmar conflict. He further urged the Kukis and Hmars not to encourage and support ‘communal elements’ and ‘religious fabrics’. While appealing to the DHD and the Hmar People’s Convention-Democracy (HPC–D) to resolve the matter through negotiations, he added that the UPDS would act as a mediator (if asked to do so). While the Kathar faction of the UPDS remains opposed to the talks, the other faction under the leadership of Horensing Bey has been observing cease-hostilities with the Union Government since an agreement was signed on May 23, 2003.
